A project of the IEEA (Intelligent Energy Executive Agency):

Already in 2003, the European Commission put forward a proposal for a new program for measures in the energy-sector („Intelligent Energy Europe“). The program focuses on the implementation of a strategy for a lasting and sustainable power supply written in the Green Paper. It aims to promote renewable energies and energy saving.

Important aspects are the strengthening of the European promotion of renewable energies (ALTENER), energy efficiency (SAVE) as well as a reorientation of international measures towards those two goals (COOPENER). On April 17, 2007, the Intelligent Energy Executive Agency (IEEA) published the first call to submit proposals for projects in the frame of the follow-up program  „Intelligent Energy - Europe II“. For this program, the budget is 52 Mio. euros. Deadline for project applications is September 28, 2007.

2 main purposes

  1. Improving energy efficiency and the rational use of energy, in particular in the building and industry sectors;
  2. Supporting the preparation and application of legislative measures.

The types of actions which are suitable for project proposals are - Promotion and dissemination projects, such as:

  • Strategic studies
  • Creation, enlargement or reorganisation of market structures
  • Promotion of sustainable energy systems and equipment
  • Development of information, education and training structures
  • Dissemination of know how and best practices
  • Monitoring the impact of community legislative / support measures

Total budget: 52 billion euros

  • Grants may account for up to 75% of eligible costs
  • Requires at least 3 independent organizations from 3 participating countries

Type of contractor

Organizations with a mission to promote energy efficiency and renewable energy:public sector / governmental (1/3), non-profit organizations (1/3) complemented and enriched by private market actors, notably SMEs from all sectors (1/3). Total budget:a consortium should present a budget between EUR 500,000 and EUR 2.5 million.

Number of partners

In most cases, successful proposals involve consortia with more than the minimum number of 3 partners.The average number of partners in a consortium is 8 or 9.

Duration: 3 years maximum

The Commission suggests involving enough partners to ensure a European-wide impact and values geographical balance.
